A <ContactReference> may be used as a substitute for a <Contact> element (1.2.1.1) and signifies that the data in the appropriate <ContactDefinition> element (1.2.1.1.2) should be used.

Free text that describes the relationship that the remotely referenced <ContactDefinition> had with the containing element. Note that the same <ContactDefinition> may be linked by multiple <ContactReference> elements to different (or even the same) elements, and the role may be different for each one if the <ContactDefinition> is being referenced in different contexts.
